Yesterday we visited Trust Hardware, a tile supply store and Wilcon. Perhaps half the staff at the first store either weren't wearing masks, or wore them at "half-mask?" (pun intended) - not covering the nose. Several customers were also not wearing masks or at least not properly.

That is not at all my experience here in Iloilo.  In the city, especially in the stores, masks are worn.  I am unsure of the enforcement because I simply do not see people not wearing it.  Out in the neighborhoods... it gets lax.  on our barangay road, almost no masks seen. Once you get to highway, the masks show up. Of course your mileage may vary, we know that.

As I watch the global news feeds, I feel more assured that I am far safer living here there in most other Western cities.

Yeah, my sister (a doctor in Texas) was asking if I was ok. She saw that the cases in the PIs was still going up. I just laughed and asked if she has seen the Texas numbers.  I feel much safer here.  And, because we have so few cases in Iloilo, if I were to get sick I would have a better chance of getting a respirator here, than in Dallas. It seems that most of Asia took it more seriously than the West.

I suppose food and water would come under (essential goods)

That is the way Iloilo interprets it.  If a senior has someone else that can shop for them, they cannot go out. If you have no one to help you - you can go.  But they recommend you get a pass from the barangay giving you permission, so the store is not confused. (I am unsure of the legality of the pass, but the common sense of getting it makes it worthwhile.)

Oh poo can't do that, the pubs are shut I will just bake in the sun waiting for her.

If is the families habit to sit in the car with the engine idling and the AC running whilst other members of the family went to do 'boring stuff'.

It struck me as strange at first but sitting in an air-conditioned car with the front passenger seat laid back relaxing is preferable to the alternative (and honestly the car uses very little fuel at idle).

That's me!  Yes, especially diesel engines do not use much at idle.

When I shop I am quick and know what I want to buy.  If my wife and I are together, she gets mad because I want to leave right away.  So sometimes I run in to do my thing and then meet her at the car so she can take her time.

I could not live without good car air con!

Wish my air-con would work properly. Had it repaired last year, lasted about a 6 weeks then started to blow air that was not cool enough, 5k every time to get it repaired. Old Pajero gen 2, 178, 000 on the clock.

Need to keep an eye on the temperature gauge.   Easy for a car to overheat at idle with the AC going.  Please don't ask how I know this.

Yes, that is why I prefer my diesel Trailblazer when I will be waiting.  Stays nice and cool, no problem.  The gas Honda has the automatic fan going on and off, or staying on.  I don't think it has ever gotten real hot, but not so good.

now this make less sense than a husband and wife not being able to sit at a restaurant table without barriers in place.

I saw a guard separate a husband and wife who were standing too close on line at the supermarket.

It's that robotic adherence to rules.  Must. Enforce...check notes...Social. Distancing.

Some stores in town the guard makes you sign in with your details, that would be for tracking you down in case of a virus 19 strikes.

Yes that can be an issue, it's a fairly common mod to fit a 'fast idle' switch to diesel engines so that they spin a bit faster during extended stops for exactly that reason.

Another common mod is a turbo timer switch so that the engine idles for 60-120 seconds before shutting down to give the turbo time to spin down.

At Wilcon, most of the staff were masked up, but not always over the nose and many customers seemed to disregard the guidance... oh well...

Mask wearing enforced some places.
