My first time encountering this policy in searching for housing in Phils.

Apartment for rent Banilad Cebu
Fully finished unit

House details 
2 story building 
4 BR and 3 T&B
With garage

Near to:
Country mall
UC college

Take note: foriengners not allowed. 
For residential only. Prefer (Family)

It might be because they are still going by the ECQ rules that stated something like that. Not that easy to move into my building yet for tenants and in another condo building where I manage a unit no entry for any new tenants.

One possibility is conservative Catholics like members of the Opus Dei.  As part of their religious observance, the preference is legally married couples with children. Filipinos would also be suspicious why a couple without multiple children would want a 4 bedroom apartment.  Business use also in addition to residence?  Another is renting a large home to Koreans and Chinese who, without informing the owner, convert it to student dorms or housing for their nationals.

I can just imagine doing this in Canada.  :hystery::hystery::hystery: The landlord would be in court (and losing) so fast his/her wallet would be spinning

If you drill down on this, i would wager by foreigners they mean chinese.........huge anti Chinese sentiment right now. Besides most of us live with filipinas anyway :hystery:

I think you are correct, hence their use of the statement "For residential only" in the advert.

Wonder if it means no foreigners at all i.e. even with a filipina partner or just foreigners no filipina accompanying.  Although not a huge issue in PI yet, it's been my experience xenophobia has been on the rise over the last couple of years.  Who this xenophobia is directed at seems to be confused and change regularly depending on certain comments from the country's leadership on any given day.
