Living in Philippines one must understand the healthcare system is third world and accept the consequences or move back to a more advanced country. You are responsible to understand local laws and customs before or "living" in a foreign country's. From my limited experience with hospitals in Cebu CITY or clinics I would say probably about as good as most general hospitals.
