Confused - Can I travel into Talisay from Cebu city

I just dont know anymore. Is it allowed to pass into Talisay and back to Cebu city? I know a couple of Vlogers that did last Sunday and were asked for Qpass on the way through Talisay checkpoint but as my building admin reminded me the Qpass is only good for Cebu city.
