I think DCF was was almost shut down at that time. Visa Journey is a great forum for immigration. I can find out for sure there.

The government started closing most USCIS offices outside of the U.S. last year (Manila USCIS closed July 5, 2019). Except for "exceptional circumstances", Manila started forwarding petitions to the US in May 2019, and completely stopped accepting petitions this last February. What they consider "exceptional circumstances" can be found on their website: https://www.uscis.gov/policy-manual/volume-6-part-b-chapter-3

Sounds like you have a big minefield to navigate which frequently changes due to COVID. Best of luck in your efforts.

The American King only likes immigrants when they're in line to be his next wife... and/or have very fair complexions. As far as costs, they keep on rising and rising for the applicants, so I don't see that as a valid reason to shut down the USCIS offices at US Embassies. I believe that it is to stop abuse of a generous country. I personally have two nieces who are nurses. Went to the states, got good jobs, became citizens and immediately sponsored their over 60 parents to immigrate. One niece claimed them as dependents and immediately qualified for government assistance do to her revised income level. Dad went to work as a minimum wage floor cleaner at an Indian casino, he declined company offered health plan because it would effect the overall families qualification for medical and Medicare. So, now we have a productive citizen, over 30 single mother making over 80k a year, who owns (with the bank lol) her own home. To a family on the dole being subsidized by the government. I like Australia's policy, if your over 55 and you want to immigrate you have to pay a fee equal (about) to all the taxes you would have paid during your working life.

Like everything else these days, it's all about race and the racist in charge. No chance at all that it could be for logical and sensible reasons.

If you then qualify for an Australian pension (like thos who paid taxes for their working life) then its a fair deal. Other than that, its protectionism and a money grab. (IMHO only, but then I have had no desire to go to the land of spiders and snakes anyway.)

President wants fewer immigrants from “shithole countries” and more from places like Norway He reportedly made the racist remarks during a meeting Thursday. President President reportedly referred to Haiti and countries in Africa as “shithole countries” and called for more immigrants from places like Norway at an Oval Office meeting with lawmakers, two people briefed on the meeting told the Washington Post on Thursday night. https://www.vox.com/2018/1/11/16880750/President-immigrants-shithole-countries-norway
