Aside from that question I read that now we need to get a Visa directly from the PH Embassy before we fly that will be good for 59 or equal to 2 months. I'm fully vaccinated and want to go back to Cebu. Any comments will be appreciate it

No one can guess when the country will open up. No matter what answers you get here I encourage you to check the BI Facebook page as they keep it pretty much up to date. If we tell you the current situation a week from now my be misleading. 

Now you have not said why or what you are comming here or want to for? If your comming as tourist forget it. If you have family here then different matter. All makes a difference as to the answers you might get.

Welcome to the forum Hector. Many members here share in your frustration at the closed border.

Jollygoodfellow covered things well.

I will add this. If you are married to a Filipino Citizen you may travel to Philippines accompanied by her. That is subject to change at any time. My very rough guess is American citizens traveling as a tourist will not likely be allowed entry until sometime next year.

You can enter by yourself with the 9a and an EED from your local embassy but you have to be married to or have Filipino children and have proof of this.  

You can then apply for a spouse visa after arrival.

I'm still uncertain as to the timeframe for the approval on the 13a (spouse visa) and the bridging arrangements between the 9a and 13a whilst waiting for that approval, I can't get a straight answer from any PI consular officials in Australia.  I do have most of the requirements for the 13a ready to go though, I'm holding off on the medical requirements and fingerprint criminal background check so they're as current as possible when presented.  

Another factor is travel to my wife in Negros; I'm not really keen on burning money in hotel quarantine on Mactan or in Manila only to find I have to stay there even longer due to internal travel restrictions.  Trying to get my step-daughter from Cebu home to Dumaguete was a right, royal pain in the proverbial during the previous restrictions mainly due to officious airline employees believing they could change the rules at their own whim (yes, that was a minor rant :571c66d400c8c_1(103):).

Unfortunately I am not married. I am retired and lived in Cebu for a year before the pandemic. I had issues which I could not take care while away from the US with the social security and had to travel back to deal with it. Now that resolved I read some blogger in YouTube that the rules have changed as far as the VISAs once the borders open. Anyway thanks for the replies, After I posted this I went to the PH embassy site and the notification is the same as what you guys replied. I will wait and hope to get back to a simple life in Cebu. Thank You for taking the time to read.

I'm married to a Filipina so the 10 day quarantine is what's stopping me. A while back I predicted that quarantines would be history by this Christmas. Now it seems a better guess would be Christmas of 2022. That's a depressing thought.

According to Sunstar-Cebu,  hotels in Cebu have implemented a 7 day quarantine. If it gets down to 3 days I'll be tempted.

Thinks are starting to get fluid. Reading several different news articles I believe the Gov is starting to reach the breaking point.

Pres D has reversed his position on casinos and gambling and is now calling for a casino to be built in Boracay, saying the Gov needs the money. There is more and more talk about "granular" lockdowns to free up the tourist money locked down in Metro Manila.

If this results in a lower Q time upon arrival? It hasnt been talked about yet, but progress is progress I suppose.

Well parts of Manila have had another extension of MEQC until September the 7th which one can almost guarantee it will be extended again so talk is talk.
