Had this happen when my wife and I were getting a police clearance (Our bank required it when we opened our account.)

I asked and the police chief said that one of the requirements for the police officers was to have an interaction with a foreigner.

That makes sense. The ones that speak to me are always  PO1 but there is always a PO2 or higher standing nearby watching our interaction.
