That's true if in a big city but let's remember if traveling out of the city it may not be the same. A friend of mine recently visited some islands where there are ATMs but none would accept foreign cards. Somehow he borrowed money to get out of the place but if one intends to travel around should have a backup source of funds.

ATMs here are quite unique - you join the (usually) long line in the hope it will work when your turn comes rather than expectation!  In our SM City, the working rate for approx. 10 ATMs is about 30% on a good day!
