IMHO Filipinos are among the most uneducated, undisciplined drivers in the world. The reasons are many fold. The driving test is a joke for those that even bother to get a license. Traffic laws are almost never enforced outside the major population centers. Not much to do about it as this will not change unless there is a national effort to enforce the law and that will not happen because the politicians do not want to alienate the voting public. If a politician is judged to be anti-poor by  enforcing the law they may not be reelected and being a politician in here is a way to great riches.

Add Rude to that and ignorant. Me Me Me

I have found that one to be used almost exclusively by truckers.  People driving cars don't think of or know about it.  I drove trucks in my youth and it was regarded as a courtesy to be able to look in your side mirror to see a flash to let you know your truck and/or trailer had cleared the truck behind.  Now, even when I drive a car, I know that if a large truck passes me, the driver with still appreciate knowing he's clear.  Especially if on a highway with 2-way traffic and there is usually no time to waste in pulling back to the right.  The "flash" is usually held until the leading truck starts to pull over, so then the "flasher" (no, not that kind), knows the flash has been seen.  Protocol usually expects the "flashee" to acknowledge the "flasher's" courtesy by giving the left turn indicator a couple of flashes.

This is how I understood it when I, too, drove a truck. The only other flashing (of lights) was multiple flashings indicating Smoky was ahead on your side taking pictures....

On the autobahn in Germany (decades ago) someone flashing lights when in the left (fast) lane meant "I am going faster than s***, so you oughta move over and prepare for the sonic boom!

In places I have lived in Canada and U.S., oncoming vehicles flashing lights several or more times as they approach you means: "Warning! Radar trap ahead."

In the UK my observation was that a flash from ahead was a warning of a problem ahead but not exclusively a speed trap.  A flash from behind tended to mean move over, I need to pass or maybe a warning that there was a problem with a back light.  It would also be used at a crossroads to say go ahead, after you.

Certainly agree.

Have often wondered how many more traffic fatalities there would be in the Philippines yearly if it were possible to travel at the speeds that are considered the norm in the US, Europe, etc.

Yes, I also drove a truck in the 80's and learned that courteous way of flashing lights.  In fact, as a trucker, if someone did not help you get over when passing, by not flashing the lights, that was very rude.  Many of the driving habits I learned while driving a truck have stuck with me to this day, which adds to the frustration of driving here in PH.  I did find that some cars would flash the trucks in the U.S., but maybe they all had a trucker in the car!

In Germany, the truckers do the same and cars sometimes.  In Germany, you will be ticketed if you don't move to the right immediately after passing.  No camping in the fast lane in Germany!

The highway passing flash does carry over to the streets with the meaning, OK for the other car to go.  Like at a 4 way stop.  You arrive at the same time, you are not in a hurry, so you flash to let the other guy go ahead.

Interesting, here in Bacolod if lights are flashing means the flasher (excuse the pun) is going ahead and heaven help anyone whom tries to stop me. Almost always relates to a large SUV

I have been thinking about get some of those blue and red flashing lights for my dashboard.  Those mean "I am a celebrity or politician, and I have the right of way at all times, like an ambulance.  Get out of the way!"

I use that on SCTEX/TPLEX/NLEX here when I am going the speed limit or higher.  75% of the time they do not move from the left lane.  Quite a few times it is a car that can barely make the minimum speed of 60, E.g., a 1990 Lancer.  It is one of the Filipino pride things and the me first attitude.  If I am in a bad mood, I honk at them when I pass on the right, which my wife and stepdaughter hate.  They have some really nice signs on those expressways which say "The left lane is for overtaking only".  I think in Tagalog, Overtaking translates to Camping.

Although I am not an Expat or lived in Philippines for any length of time I have never ever ever ever ever seen one car make way for a lite up police vehicle. Ever.

Not so sure I've ever seen anyone make way for an ambulance ether.
