That is the big question!  January was mentioned.

I read online of some who were told to do it last January - they were tourist visa holders and in Manila office so who knows?

Well I found the "official" info on how to transfer the 13A visa stamp.  No idea if it is still in effect and say you apply at BI Main Office.  Sounds a bit like an overly complicate process.  If I need to travel out of the Philippines I will carry both old/new passports as that is the what I was told at BI office the last time I did an annual report (a few years back).   I am beginning to suspect, based on these posts, that there really is no consistent and followed procedure? :89:

Doesn't say anything about transferring the 13a visa stamp. My guess is its aimed at people here on tourist visas whose passports have either expired or been lost. There again it could become an issue in the future if they notice some foreigners are updating it to their new passports.

Never carried or been asked to show my passport with the original stamp and I travel fairly often.

I'm sure many would have a problem with the documentary requirements for number 3 haha.

Doesn't mention 13A specifically (or any other addition status), but I think "Transfer of Admission Status" would cover transfer of the stamp but I could be wrong.  Agree that a passport is only a requirement if you travel out of the country and plan on returning.   As for number 3, you can actually find the flight manifest/number in your passport.  It is written in when your passport gets the arrival stamp.

All I'm basing on is my frequent travel and not once having a problem.

Just checked my old passports and they do have the flight number

Have you been able to travel out/back into the Philippines using just the new passport without the 13a visa sticker?

Yes and I travel abroad at least twice a year.
My original stamp was in 1999 and I’m on my 3rd passport since the permanent visa was issued. Have never travelled with my old passport but I may now as it may become an issue if immigration notice that people are moving the stamp.

So to clarify, without a 13a stamp, you are entering as a tourist?

Probably showing his ACR which shows he's a 13a visa holder.
