No idea if it is still in effect and say you apply at BI Main Office. Sounds a bit like an overly complicate process. If I need to travel out of the Philippines I will carry both old/new passports as that is the what I was told at BI office the last time I did an annual report (a few years back). Agree that a passport is only a requirement if you travel out of the country and plan on returning. As for number 3, you can actually find the flight manifest/number in your passport. Yes and I travel abroad at least twice a year. My original stamp was in 1999 and I’m on my 3rd passport since the permanent visa was issued.
