MANILA, Philippines — Bureau of Immigration operatives arrested a South Korean and an American, both fugitives wanted for crimes in their countries, the BI reported on Friday.

The BI’s fugitive search unit (FSU) arrested Lee Yeonghak, 44, along Maria Orosa street in Ermita, Manila on March 20.

The prosecutor of Daegu district indicted Lee for allegedly having “connived with the head of a syndicate in establishing online gaming sites since 2022 from which they raked profits amounting to 90 billion won, or roughly $67 million,” according to the BI.

On March 19, the BI-FSU arrested Stan Ray Hudgins, 63, in Mabalacat, Pampanga. He is the the subject of an arrest warrant from a family court in Richard County, South Carolina “after he was charged for non-payment of child support.”

Hudgins was also identified as an “armed and dangerous” person in intelligence reports, the BI noted.

The two foreigners, who are being held at the BI’s detention facility in Camp Bagong Diwa in Taguig, would be deported, the BI said.

I did a google search and found an article "Columbia SC man Stan Hudgins convicted of securities fraud" but the news site is pay to read.  This was in 2020 so there appears he may be wanted for more than failure to pay child support.

I find it hard to believe they would extradite internationally for child support as it’s the State of South Carolina who has to pay for his transportation; plus for one or, if dangerous, two US Marshalls to come and escort him back. So I’m sure there is more to the story. 

There were numerous times in Florida I stopped ppl for a traffic infraction who had an outstanding warrant for non payment of child support. Unless it was a neighboring county, from a close by jurisdiction (say under 100 miles) or an extremely large amount in arrears they would rarely want the person arrested and held for extradition.

He's a con man. Fake navy seal that stole $150,000 from one person . We have plenty of those already.

As an Aussie it's a paradigm that I find entirely believable.  The Australian Child Support Agency has insane powers and reciprocal agreements with many countries to garnish non-custodial parents' salary/wages for child support regardless of nationality and does so routinely.  But extradition due to that debt?  Wouldn't they have to be wanted for a criminal act?  To the best of my knowledge being a deadbeat parent isn't a crime so yeah, there's obviously a lot more to this guy's case than meets the eye.

Non payment for child support in the USA (at least in Florida) is not a criminal act. Once someone is “x” number of months behind in payments a judge will issue a warrant to appear in court. The purpose is for them to explain why the they are in arrears and to make arrangements for payment / wage garnishment. When the person doesn’t appear it then becomes a criminal act and a warrant is issued for “Failing to Appear” (basically the same as contempt of court). As it’s only a minor misdemeanor many jurisdictions won’t extradite beyond a certain distance due to the manpower needed and the monetary expense involved. 

The court still has the power to institute wage garnishment, but that only works if the petitioner knows the defendants place of employment. True dead beat dads usually don’t have gainful employment, will switch jobs, or try to game the system in some other way.
