The arresting officers identified the American fugitive as Paul David Cardwell, 57, who attempted to extend his temporary visitors’ visa using the BI’s online services on 27 March. BI tourist visa section chief Raymond Remigio said that Cardwell’s records prompted secondary checks after being informed by the system that the subject is a convicted US felon. He is reportedly a fugitive wanted for defrauding around $850,000, or more than PHP 48 million, from a hospital in Wyoming, USA. After initiating a manhunt, operatives from BI's Intelligence Division located him in Cebu on 3 April while looking into the application procedure for a permanent residence permit. Cardwell was sentenced to more than ten years in prison for the said case, which had previously made headlines. During the hearing, he was quoted as saying, "I'm a thief, I'm arrogant, and I was prideful." According to public records, he was arrested once again in Bangkok for evading his fraud case. BI Commissioner Norman Tansingco hailed the arrest, saying that illegal aliens can not evade the long arm of the law. Paul David Cardwell was arrested following a tip provided to U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) in Bangkok that Cardwell was residing in Hua Hin, Thailand. HSI Bangkok personnel traveled to Hua Hin and verified that the individual was Cardwell. Royal Thai Tourist Police were contacted and Cardwell was arrested with the assistance of HSI Bangkok officials. Cardwell, with other co-conspirators, allegedly defrauded a Wyoming hospital of about $850,000 and traveled to Thailand to purchase real estate with the proceeds. HSI Bangkok began an investigation into Cardwell's activities in Thailand. Cardwell surrendered to federal authorities March 27, 2012, and was charged with violating numerous federal fraud statutes in U.S. District Court in Cheyenne, Wyo. He was released on bond following arraignment. As part of the condition of his release, he surrendered his U.S. passport. Cardwell illegally left the United States after attempting to procure another passport under a different identity. Officials from U.S. Embassy Bangkok's American Citizen Services will be coordinating Cardwell's return to the United States. Cardwell will be held in Thai custody until he is transported back to the U.S. This case is being investigated by HSI, the FBI, and the U.S. Postal Inspection Service. An indictment is only an accusation. In the typical atrocious convoluted news account it's stated that he's being deported for being a convicted felon. He served his prison sentence in The US and was released. Perhaps it was because they saw he had a criminal record. This was copied from a Philippine Attorney's website. Black listing is discretionary on the part of the Bureau of Immigration. Aliens who violated Philippine laws and who are thereafter deported are automatically reported in the BI system for inclusion in the BLO manifest. On the other hand, aliens who have criminal records or those who are fugitives from their mother countries are usually reported by the foreign countries’ embassies based in the Philippines. Start watching at 6:00 He says he got a 10 year sentence, at 8:45 he says he served only 2 years.
