Don't shoot the messenger. A Foreigner illegally using or possessing a Senior Card risks arrest, prison, then deportation.

The Senior golf id's being issued are issued to foreigners as well, and are not to be confused with the Government "Senior ID".   However, most of the restaurants have accepted it without hesitation.

Both were obviously used to avoid any ambiguity. Some Laws in The Philippines refer to non-citizens as Aliens, some laws refer to non-citizens as Foreigners.

Any ID with your age on it works.  I just show my Philippine driver's license if they ask for ID.  Lately they have not been asking, which is not a good sign.   Yesterday I saved 20 pesos on my entrance to Zoocolate on Bohol!

.REPUBLIC ACT No. 9994

5.1 SENIOR CITEZEN OR ELDERLY - refers to any Filipino citizen who is a resident of the Philippines, and who is sixty (60) years old or above. It may apply to senior citizens with "dual citizenship" status provided they prove their Filipino citizenship and have at least six (6) months residency in the Philippines.

Article 24. PENALTIES - Any person who refuses to honor the senior citizen card or violates any provision of the Act and its Rules shall suffer the following penalties

Section 4. If the offender is an or alien a foreigner, he/she shall be deported immediately after service of sentence without further deportation proceedings.

That's referring to shops etc who refuse to give the discount to the senior customer.

Nope it refers to the possession of the Senior Citizen Card by a non citizen (that's us lot, we're seniors but not citizens).

I don't think so it says 'any person who refuses to honor the senior citizen card' and the next 2 sections that he didn't quote talk about losing business permits and punishments if it's a corporation. I do agree foreigners aren't supposed to get the discount though.

Section 5. If the offender is a corporation, partnership, organization or any similar entity the officials thereof directly involved such as the president, general manager, managing partner, or such other officer charged with the management of the business affairs shall be liable therefor.

Section 6. Upon filing of an appropriate complaint, and after due notice and hearing, the proper authorities may also cause the cancellation or revocation of the business permit, permit to operate, franchise and other similar privileges granted to any person, establishment or business entity that fails to abide by the provisions of the Act and these Rules.

It is important to note that RA 9994 is an amendment to RA 7432.  RA 7432 includes penalties for "any violation not specifically provided".  An expat who tries to use a senior citizen card is in violation of the law.  The person(s) providing the card is/are in violation of the law.  Arrested and/or deported???  Hard to say, this is the Philippines.  But the law is the law and an expat obtaining or using a senior citizen card is a violation of the law.  As others have posted it is not against the law to request a discount as a senior.  Many businesses will grant a discount but both the request and the granting of the discount fall outside the provision of RA 7432 and RA 9994.

strange back and forth; Is anybody disputing that it is against the law for foreigners to obtain and use the government senior card?  Has anybody even intimated that?   Who is this debate with and what exactly is the debate?
