13A stamp transfer at Cebu BI

Good day members. Question; I was told I have to go to the Cebu BI for 13A stamp transfer to new passport. (Not Manila) Has to be done in Cebu, because it's the location that issued my 13A.  Can this be done in one day? Anybody done this recently in Cebu?

Is this policy actually implemented?

If so, it will be very troublesome for me as mine was issued in Hong Kong!

Probably the same for me as mine (permanent 13a) was issued by the embassy in the USA. Have to wait n see.

HK Blues, Gator;   Good questions.  I don't know how it would work in your situations. When I asked the BI in Dumaguete they said firmly, I had to go to Cebu in my case (not Dumaguete, not Manila). FYI, even though Dumaguete is now gearing up to process new 13A requests, it doesn't matter in my case, I have to go where I got mine.

Didn't Dumaguete process 13a applications in the past?  Or is it something they are just about to start doing?

No and No. At Least since I have been here but I wish they would start doing 13A processing.

Had my 13A visa stamp transferred from my old passport to my new one today at my  local BI.

The process on the receipt was called an implementation fee and costs 625 PhP.

A legal research fee costing 131 PhP went along with this process.

Was your local BI the same one as your 13A was issued by?

A conversation overheard while at my local BI yesterday.

An ex-pat (a German I believe) asked one of the agents about a 500 PhP fee that was on his receipt.

The agent asked him "would you like your paperwork completed today?"

The ex pat stated that yes, he would.

The agent said that 500 PhP express fee charge ensures that this will get done.

Made me wonder if the guy had refused to pay the fee would the agent have simply pushed his paperwork to the side and then tell him to come back tomorrow? 

Who knows.
