I guess I will never understand their "logic"  hahaha.

The difference is the items you mention have a fixed price, tiling doesn't and therefore the tiler can negotiate the price.

I was given a "per tile" price, the price depending on the tile size.  Price was labor only, we supplied all supplies.  Don't recall the price now but it was quite reasonable and the work done was excellent in all respects.
