The ambassador is walking along the street with his Japanese assistant and he sees a man peeing against the side of a building. He says to his assistant; 'I see you have the same problem with public urination as we have in the Philippines'. The surprised assistant looks over and sees the ambassador is correct. The assistant squints and examines the guy, then says to the ambassador; 'actually that guy is not Japanese, he is a Filipino, probably another tourist'.
