I have no idea of the education quality, but the facilities are very nice. The new gymnasium is on the 4th floor. Good AC and very clean. One possibility is a powerful politician or influential family from the area lobbied and received the funds needed for construction. While there are substantial resources available through the government, the allocation is not equitable. Private means you have the ability to source and raise the money needed. My wife was close to the Japanese community in Manila. During the time we resided in the Philippines, they needed to raise money for the first Japanese curriculum school.
