You could always play the Village Idiot and see how it goes - not exactly appeal but question the validity. If you can be bothered for the sake of 500php that is. It was 9:28 when I was pulled over. Which is a violation. The mmda officer put 10:28 on the ticket by mistake. At 10:28 it is not a violation. There are many ways to avoid these but it all depends on which city in NCR you get stopped. Each city sets its own rules. In Pasig you are exempt if there are at least 4 people in the car. Manila exempts seniors. Medical emergency's are exempt. Too many to know but perhaps an out after the fact. So I need a couple dummies to put in the back seat so it looks like I have 4.
