They have a thriving clamping business.  In addition to the clamp, they put a tape on the door that says "do not open or drive", or something like that.  The guy who clamped her came by and she was able to talk to him.  She took a trike to City Hall and they have a traffic office there, open 24/7.   She only had p1000 with her and pleaded for them to lower it.  He gave p500 discount.  They have a radio there and she listened to all the violations being called in.

So then she has to take the paper to the hospital to pay.  Yes, the hospital.  The city has a 24 hour cashier there.  So she paid, and almost instantly, the clamp was removed.  Long before she got back to the car via trike.

The funny thing was, at each stage, clamp guy, office and hospital, the person she was dealing with grilled her with personal questions, in true Filipino style.  "Why did you park there?".   "Where do you live?"  "Why do you have a Western last name?".  Etc.  Basically for gossip purposes only.

So the car is left obstructing the area until it is paid. In the US a tow company would also get in on the action.

That is what I was worried about.  We were texting back and forth, and I was worried that she might have blocked someone's driveway, and it would be towed.  This is a residential neighborhood but it is close to SM Downtown Olongapo.  It was not a driveway and it appears that they have the system setup for quick payment and quick release.  Although it was for "obstruction", I doubt that it was impeding anyone.  Ironically, on this same one way street, they let taxis line up for hours, blocking houses and businesses.

I finally was able to see where my wife got clamped.  I had parked there before.  It is not near the corner and is a good parking spot in front of the corner house.  It obstructs nothing.  However, parking is not allowed on that side of the street.

We went there at 11 am and there was an Innova parked there.  Went there at 5 pm and the Innova was still there.  Probably lives there and "pre-paid" the fine.

P200 was before Covid. The new inflationary rate is P500. 🤣

Thanks.  Time to update my driver's license "accessory."  I also need a new rubber band.
