The couple referred to in the ruling were married "in Quezon City in 2004". The ruling seems to be more about recognizing the "type" of divorce as opposed to what country the couple were married and/or divorced in. In Japan they have some sort of quick and easy divorce by mutual consent. You apparently just file the paperwork with a local government official, no need to go to court. <snip>A divorce by agreement (協議離婚 or "kyogi rikon" in Japanese) is a divorce that is effected by the husband and wife agreeing to get divorced, signing and sealing the notice of divorce (離婚届 or "rikon todoke"), and submitting the notice of divorce to a local government office.<end snip>
