If for some reason you cannot register, they will assist you in registering when you arrive at customs. My last entry was before the e-travel was implemented. But as Mike J says, they'll assist you at immigration if you haven't done it. Personally I'd try to get it done prior to arrival, the wait at immigration can be a long one depending on the time of day you arrive. Happens fairly regularly, not a serious issue. Great, the QR code last time I traveled during covid was super stressful, being that it showed you booked your quarantine and had a PCR test.
