Sadly when I saw my friends final resting place I think a mass grave may have been better kept. Only married two years before passing and this was chosen as his final resting place.

I think it doubles as the local waste dump. Absolutely shocking for a place where people are laid to rest.

I have many friends who were buried in places like that.  Soon after they pass they have visitors like myself and other expats and possible a gf or wife they have left behind.  I cannot think of any who are still visited 5 or more years after they are buried.  It makes sense that their remains are moved to make room for others to be interred. Every one of those types of cemetery has an ossuary.  That ossuary will eventually be your friend's final resting place.  Sad, but its what happens.

Just for comparison, I pulled out our records. Our plot is in the local catholic cemetery, managed by the cathedral. It is a family plot about 2 meters x 4 meters, with 6 currently entombed. The cost is 450 pesos a year, a couple of years ago I paid for the next 10 years.
