as some people keep telling me, this is the philippines & things move 2 speeds slow & so slow that it is really a crawl. 3 steps forward & 2 steps back so most the farmers will be old or dead by the time they get anything meaningful done here

When I lived in Baguio, my landlord was in the process of getting his ancestral land titled. He started the process about 20 years ago and got the title to 67 hectares right before we moved to Manila. He had applied for title to an additional 20 hectares but that was denied because the land was essentially a mountain and not usable land. Stuff like this takes forever.
