If you develop something without title and legality you have to be prepared to move on. Boracay is too successful to be ignored and foreign "owners" will be turned into managers or just kicked out. I'll look elsewhere and I hope many others will do the same. Not open warfare but behind the scenes political jostling for control. One mayor was railroaded and they tried to pin a homicide on him to gain control of his beach.
