Only in the Philippines. Of course people would not be happy with any type of enforcement of the laws, but no where did I read in that article that anyone did any real undercover investigation into the complaint, or that those responsible had been caught and charged for their corruption. So maybe if foreigners complain enough about the corrupt practices of the BI or customs then they will close those offices too and then we can all stay free and bring in whatever we want to without charge.
