This just deals with the active military and the civilians working with the military aboard the USS Carl Vinson and its escort vessels, during their visit here. Here is the RP-US Agreement: RP-US Visiting Forces Agreement Scheduling port visits of naval warships requires complex and advance planning even prior to the beginning of their 6-9 months cruise. Prior to CVN-70 (Carl Vinson) departure from its home port of San Diego, all logistics and diplomatic contingencies are discussed and approved by nations to be visited. In order words, Philippines already gave approval for the Manila visit in spite of "unscheduled circumstances" that Carl Vinson was madeto perform at sea burial ceremony for OBL. Upon the invitation of US Embassy, even President Aquino and staff was flown out to the carrier for a ships tour while still in international waters. Needless to say, he was quiteimpressed with flight operations.Ships visiting PI is routine from Australia, Thailand, Chinese and US navies, provided that sailors and marinesbehave themselves. And if there is a serious incident (Subic Bay Rape case 2005), then the VFA is used in courtto prosecute offending visitors. The question remains -- will the militant Filipino Muslims that sympathize with Bin Laden stage something to enact revenge of their fallen leader?
