When my wife and I are in Cebu we usually stay at Kiwi Lodge. Here is their website..... http://www.kiwilodge.org/ . Hope that helps you out.
I have never stayed there but have stayed in quite a few hotels in Cebu now.In my opinion the Montebello hotel is a good hotel,very laid back and in a good location as well.Food is fine and two pools to laze around. 36_1_68[1].gif

I am updating this thread now. Many of our friends have stayed at the Maxwell Hotel and they are now running a special that we saw posted recently on their window for p1500 a day which is a great price for a new hotel like the Maxwell which is around 2 years old now, clean, has wifi, has real hot water and good water pressure and is within walking distance of Ayala Mall for those who have some experience in Cebu City and a taxi ride of about p45 for those who wish to go that route. Then of course there is the jeepney which is a lot less but I have not taken one this year yet so I do not know the current price. Try it, while it is not 5 star it is pretty up there in comparison to many we had stayed at in past years and much better than any pension house we know about in Cebu and for just a small amount more.

Since this thread resurfaced...here's my recommendations for ManilaCherry Blossoms Hotel--Under 2k per night and includes free breakfast for two. Its right next door to Robinson's in Ermita. Its walking distance (15 min) to the US Embassy, Baywalk, and Luneta Park. You can book a room on their website, but you don't get instant confirmation. Its better to call them if you need a place on short notice. They offer airport pick up for a fee.http://www.cherryblossomshotel.com.ph/Kabayan Hotel--About 2k per night. Its a Filipino-style hotel so its not luxurious but its clean, safe, good location, and offers free airport pickup. You have to pay to get from the hotel to the airport though. They have an airport lounge at NAIA Terminal 1 where you can pick up the shuttle. The hotel is located near the intersection of EDSA and Taft. Its close to the airport and MOA.http://www.kabayanhotel.com.ph/facilities.htmMalvar Hostel--Rooms are 1600-2100 per night. The larger rooms have a fridge in them. There are cheaper places, but I like this place because its small (only about 20-30 rooms), the rooms are big, and its quiet. I am planning to go back to the Philippines later this year. Although I will be based in CDO I plan to do some travellingaround the country and will be in Manila for a couple of nights. I was intending to book at the Swagman but as mentioned earlier there are some unfavourable reviews so I am having second thoughts. Your suggestions are helpful,thank you, and the Cherry Blossoms looks like it could be the one.I am also planning to go to Angeles for a few nights and have pretty much decided on The Sunset Garden Inn ( I have stayed there before when it was called Randy Rams) but if anyone has any alternatives to suggest it would be appreciated. Also planning to go tu Puerto Galera and Iloilo and maybe Samar and Leyte depending on time.To give something back, when in Cebu I like to stay at Kiwi Lodge or St Moritz. The St Moritz has large, clean rooms and good bathrooms. Reasonable price around PHP2500 and has a bar, restaurant and a bikini bar. Good location off Gorordo Ave and close to Mango. The Kiwi also has good clean rooms slightly cheaper then St Moritz. Popular with expats it has a very sociable bar and excellent food. Also well located in Mabolo not far from SM and 5 minutes to Ayala. It's a good idea to book ahead at the Kiwi as I have been caught out before when they have been full. Both hotels have quite good websites. Just google the name.

I enjoyed my stay at The Grand Opera Hotel. It was about 2000 pesos/night. They offered pick-up from the airport for roughly 900 Php, with a free shuttle to the malls until around 9pm or so. There was a pool, air conditioned rooms, complimentary internet cafe, and complimentary buffet style breakfast for two each morning. The breakfast was quite good, with omelets made to order. I highly recommend them,Brandon
