CEBU, Philippines - The management of a KTV bar earlier raided by the Cebu City Anti-Indecency Board for allegedly employing minors as guest relations officer has denied the allegation.Papillon Bar, through lawyer Vicente Fernandez II, denied that the alleged 11 minors rescued during the raid two weeks ago came from them.Fernandez said these alleged minors could have come from three other bars that were also raided by CAIB personnel.According to Fernandez, his client is aware that hiring minors as GROs is prohibited under the law. “Wala gyud mi mga minors diri nga gipa trabaho. Bawal na as a matter of policy,” said the bar’s administrative officer who requested anonymity.CAIB earlier raided Papillon, Pussycat, Black Hole and Love City which resulted to the rescue of 11 suspected minors.Four of them already admitted that they are below 18 years old while the others have yet to present their birth certificates.CAIB is already coordinating with the Cebu City Inter Agency Council Against Trafficking to get their birth certificates from the National Statistics Office while they are temporarily under the custody of the Department of Social Welfare and Development. If the sex business is eliminated then the number of foreign male visitors will decline. Thus the demand for services will go down and prices should follow. Well we can hope that they do. Possibly but the business name still might be registered as Black Hole, who knows.There's a sexpat on another forum who openly posted about how he caught out a girl working in one of the mentioned bars as being underage,some people just do not realize that information posted can be read or passed on to those in authority.As far as I'm am concerned if it is true then the bars have no excuse,they know the law and there must be plenty of available workers to hire above the age of 18. I doubt if the sex industry will ever be eliminated,if anything; it will just go underground so to speak and then it will be worse. The way it is now,do the right thing and follow the law and there is no problem.Not sure on your last line Dave,services will always be in demand as they have been for thousands of years. It is my opinion that there is a place in life for places such as those, and it is much better to legalize prostitution, and then regulate it, which includes taxing and checkups, than to try to eliminate it. I feel lack of prostitution leads to more rapes and forced sex, so I would much rather see it legal and available everywhere in the world. As Tom said, there is no excuse for those types of places to have underage girls working when there are plenty of 18 and over girls walking around who look underage. One of the problems that needs to be fixed in the Philippines is the ID system, IMO making it easier for average people to have real and standardized ID's, would eliminate a lot of the problems employers have with employees who use fake ID's to get jobs, and then the employer is blamed when they turn out to be underage. Isn't the current bar fine system de facto legalization? I don't frequent these places anymore but the ones I know of require the girls to have weekly tests for STD, monthly for HIV. Papillion is a part of Love City which also houses Dimples; same owner, same management. The women do not work without the medical certificate there, no exceptions. You cannot eliminate these places and a leopard is more likely to change it's spots then men (foreign and other) change their ways. According to the article the focus of the raids were the underage girls. I agree with your second paragraph. Prostitution is not legal in the Philippines, so now they call it early work release EWR according to some who posted that since I believe bar fine was too obvious. I also corrected my post above, probably while you were posting, and on top of that you are correct, it is not just foreign men who frequent those places, but I was more or less answering the posts above mine. To me legal would be much better, and since I have never barfined or EWR a girl from any of those places in my whole life, or ever paid for a woman in that manner (God only knows we all pay for it one way or another) I do not know about the checkups that are required, so I am glad to hear they have some.
